Europe's difficult dossiers remain, despite Hampton Court

It was encouraging to see a positive outcome to the recent Hampton Court summit (or 'Short Hampton' as some translators, taking their cue from its single session, apparently put it). We are so used to things going wrong at the European level that it is a welcome change when they don't, if only to see European leaders smiling.

In the next six weeks - which effectively is all the time left to the British Presidency - it is possible that we shall now see all manner of frenetic activity - ...
