Modest agenda, high absenteeism mar Sarajevo conference

It was meant to be a high flying diplomatic birthday party. The EU-Western Balkan conference in Sarajevo next Wednesday (2 June) was convened to celebrate the tenth anniversary of the Zagreb summit, which gave all countries of the region "a European perspective". The guest list, however, turns out to be as modest as the Spanish EU presidency's final draft of the conference document is unambitious.
