European leaders have hammered out a plan to open up all ministerial meetings dealing with EU legislation.
Austrian chancellor Wolfgang Schussel welcomed the agreement saying it would bring "a breath of fresh air into the European house."
A deal was struck when the UK backed down from its opposition to the idea after failing to get enough support from other member states.
Mr Schussel said he was "very grateful" for London's move and indicated the incoming Finnish presidency...
