After a frantic week, the EU unwinds on Friday with a light agenda including a meeting of ministers to discuss the 2005 budget and an informal environment council.
The environment council has the theme, "the environment as opportunity" and will discuss how environmental policy can contribute to economic development and employment. Ministers will also talk about the risks of floodwater and measures to combat flooding.
