Spain violated EU rules again when it set new conditions on German energy giant E.ON's bid for Spanish electricity firm Endesa, the European Commission has said.
"We are declaring all of the new conditions imposed by the [Spanish] ministerial decision to be incompatible [with EU law]", commission spokesman Jonathan Todd said about the deal that would create Europe's largest energy company.
