The European Parliament and Council are set to clash over the Statute for MEPs – a new code which will govern parliamentarians - after they voted to include immunities in the report.
But the vote has placed MEPs on a collision course with the EU Council; their move has stretched beyond their normal area of competence according to the Commission, which interpreted the inclusions as modifying 'primary law' – which can only be amended by an Intergovernmental Conference.
