Benelux countries rally support of smaller states

Belgium, the Netherlands and Luxembourg have taken on the heavy-weights in the future of Europe debate. By coming together themselves and trying to get as much support as possible from like-minded communitarian countries, which tend to be small, they are aiming to provide a credible counter-argument to a debate which has been dominated by the inter-governmental outlook of France, Spain and the UK.
