An association of NGOs has accused EU member states of "inflating" development aid figures, by counting other expenses like debt cancellation and the housing of refugees into their aid figures.
The accusation was made on Monday (3 April) by Concord, a confederation of European NGO's including Oxfam and Terre des Hommes.
