The leader of the German Liberal Party (FDP), Guido Westerwelle, has announced an initiative to hold a referendum on the European Constitution.
"To make our people identify with this Constitution, they also should vote on it, " Mr Westerwelle said in an interview with the Rheinischen Post.
This is a "historical decision that would change the whole European architecture," he said.
