Hain: President needed to make EU global player

British minister for Europe, Peter Hain, is convinced the proposal put forward by the UK, Spain and France to elect an EU president will win the day, as it is not a big countries' agenda, but would, on the contrary, benefit small EU countries, whose weight in the world would raise proportionally with the EU’s weight on the world stage.
