Half of states to have referendum on Constitution

At least half of EU member states are set to have a referendum on the Constitution while just four countries have "poor prospects" of having a popular poll on the Treaty blueprint.

According to a monitoring report published today (22 March) by the Initiative and Referendum Institute, 12 member states are either "almost certain" or have "good prospects" of having a referendum.
