Russia and Cyprus overshadow Finnish EU presidency

The Finnish EU presidency is winding down to an unspectacular end this weekend, having been trumped by Russia's stormy relations with the bloc and the enduring Cyprus problem.

The Finnish presidency's decision to invite Russian president Vladimir Putin to a leaders meeting in October was trumpeted as a clever move, with energy issues having moved high onto the political agenda in the EU.
