The North Atlantic Council failed on their second meeting Monday to reach a consensus concerning the protection of Turkey in case of a war against Iraq. The NAC is therefore meeting again Tuesday morning at 11am. France, Germany and Belgium kept their blocking position saying that Turkey should be protected but not through the NATO Alliance.
