EU to condemn Dubai killings

European Union foreign ministers meeting in Brussels are to condemn the use of EU passports by the killers of Hamas commander Mahmoud al-Mabhouh in Dubai in January. The bloc however will refrain from making any explicit criticism of Israel, widely assumed to be behind the operation.
