Bugs and artists delay EU vote, and keep Barroso waiting

Technical problems with electronic voting machines as well as a lack of familiarity among the new deputies about how to use them led on Wednesday to farcical scenes in the European Parliament involving dead painters and a patient Commission chief designate.

MEPs were trying to vote in five new Quaestors - MEPs who are responsible for administrative matters relating directly to the deputies - but were hampered at every turn.
