The UK presidency is redrafting its 2007-2013 EU budget discussion paper at the last minute before Monday's (7 November) foreign ministers' meeting in Brussels, following complaints from EU ambassadors.
The original two page text, sent out last week, gave three topics for the Monday agenda: the shape and level of overall EU spending; timing of a review of the common agricultural policy (CAP) and "own resources" or "who pays what".
