EU budget commissioner Dalia Grybauskaite has unveiled a draft budget for 2007 - the first annual finance plan under the bloc's 2007-2013 budget scheme, hotly disputed last year.
But the commissioner pointed out it is "one step [away] from being modern" with agriculture still getting the most EU money.
