Future EU energy policy will rest on a new partnership with Russia, a common approach to energy in the foreign policy arena and the creation of a strong single market within the EU, energy ministers meeting in Brussels on 14 March agreed.
But the joint statement did not mention European Commission ideas on creating a common energy regulator or Polish ideas on energy solidarity, with the Franco-Italian and Spanish-German rows over corporate protectionism hanging in the air.
