As the recession has tightened its grip, so Europe's interest in the world beyond its own borders, outside of the economy or trade, has waned. At the moment Europe contrives to give the impression that it is no longer much interested in the Middle East or in Africa, in UN reform or those poverty-relieving initiatives known as the Millennium Development Goals. This contrasts with the USA from whose Obama administration we are already seeing important new foreign initiatives.
