German foreign minister Joshcka Fischer has ruffled the feathers of some of his European partners with his plans for a security programme in the Middle East.
According to German news magazine Der Spiegel, Mr Fischer's plans have irritated France and Madrid which consider themselves the EU's interlocutors in Middle East diplomacy.
