EU member states have reacted coldly to European Commission proposals to boost the bloc’s spending for 2007-2013
The commission on Wednesday (1 February) presented a draft inter-institutional agreement on the future budget, proposing a hike in the EU's so-called flexibility instrument from €200 million to €700 million a year, worth €3.5 billion over seven years.
The instrument is used for ad hoc foreign policy projects, such as the EU border monitoring mission in Gaza.
