In a significant move towards deregulation, commission president Jose Manuel Barroso has said he intends to scrap more than 60 of the Commission's draft laws.
Some of the legislation produced by the Commission's officials is "absurd", Mr Barroso told the Financial Times.
He added that the EU's tendency to over-regulate had damaged the reputation of the EU among citizens.
