According to the Latvian Constitution (amended in May 2003), a referendum should take place if the conditions for Latvia’s EU membership "change significantly".

But Latvian president Vaira Vike-Freiberga said on 1 October 2003 that she sees no need to organise a referendum on the EU Constitution as it would not fundamentally change the content of Accession Treaty - which outlined her country’s membership conditions.
